We are in an
age, when the Internet is the lifeline of our daily activities and the world is
looking forward to digital transformation, digital services, eLearning and
artificial intelligence. Hence, it is necessary to unite the efforts of the
government, semi-government and private sectors to achieve the ultimate goal of
the UAE to be one of the best countries in the world according to the Vision 2021 and UAE Centennial 2071.
The UAE has
made a commitment to hold the first position globally in all respects and to
become an active player in the journey of digital transformation. To achieve
this goal, the UAE has to work according to the future strategies like the 4th
Industrial Revolution Strategy and the Artificial
Intelligence Strategy (AI), and to launch big projects to achieve the first position. Accordingly,
our wise leadership announced a number of significant projects to be completed as
per schedule. Such projects include the UAE 5G, UAE
mGovernment, digital
transformation and Emirates Mars Mission.
These giant
projects represent partnerships between the public and private sectors. They
need to unite the efforts of the public and private sectors for their execution.
Hence, it is necessary for both sectors to work as one team on the same
principles to achieve the same goals. Our wise leadership emphasized on the
importance of this partnership, as highlighted by H. H. Sheikh Mohammed bin
Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of
Dubai, who said: “Private sector entities are partners of the UAE’s development
and play a fundamental and active role in building the future societies.”
Partnership
between the government and private sector exists since the UAE was founded, but
the advent of artificial intelligence, smart city, Internet of Things (IoT),
and 4th industrial revolution, made it necessary to enhance this
partnership. Such partnership has to be comprehensive, in which the two sectors
exchange roles for the interest of the country and keep competitiveness between
the two sectors to develop a vital investment climate. Today, the role of the Government
as a financer is going to fade away. Government entities and departments are
searching for real partners to use the country’s resources for the sake of the
society and change the view of the two sectors’ relation. In the past, the
relation between the two sectors was based on financial benefit, but now it is
more mature. Private companies bear their corporate social responsibility by
supporting government initiatives to enhance the education, health and social
services of the UAE’s community.
The UAE is
looking forward to be a model example in the public private partnership. This
age needs new work styles and methods of thinking, based on innovation and
united efforts. We need to build on our mutual experiences and communicate with
all parties. The sustainable development, which we are all aiming at, cannot
fly with one wing. It is not the responsibility of the government only, but it
is a common job of the private and public sectors.
To achieve a model partnership, it is
necessary to activate communication channels including eParticipation
with all related parties. eParticipation gave a third dimension to
the PPP and involved the society members as a major component of the
comprehensive participation. It aims at attracting opinions and ideas of the
people around the clock, and use their experiences in developing government
work.
eParticipation
presents and explains the capabilities of each sector to the other. It gives
the private sector a chance to know more about the government’s strategies,
laws and policies. Furthermore, it gives the public sector a chance to know the
needs and requirements of the private sector for specific laws, regulations and
policies. The targeted partnership in the UAE has to transcend individual
interests and priority has to be for the country and society interests. Hence,
we invite all to avoid the traditional outlook, work together the UAE’s major
shift and move it to the first position globally.

ردا على الأخ المعلق أعلاه عن علاقة المشاركة الإلكترونية بالعلاقة بين القطاعين العام والخاص، يجدر التنويه بأن القطاع الخاص هو جزء مهم من جمهور المتعاملين، فالجمهور لا يعني بالضرورة الأفراد، بل شركات القطاع الخاص بمديريها وموظفيها وملاكها جزء مهم من الجمهور، وآراءهم محل ترحيب، ومن هنا يجدر بالقطاع الخاص تفعيل المشاركة الإلكترونية من خلال الإدلاء بمقترحاتهم وآراءهم بما يخدم النهضة الاقتصادية في الدولة.
